He was born on May 2, 1970 in the village of Nyzhankovychi, Starosambir district, Lviv region. He received his higher education in 1993, graduating from Ivan Franko National University of Lviv, majoring in Physics. Physics teacher. In 2017, he defended his candidate's thesis at the Lviv Regional Institute of Public Administration on the topic: "The Institute of the Presidency as a factor in state management of social changes (experience of post-communist countries)". 1993 — 2006 – member of the All-Ukrainian Society "Enlightenment" named after Taras Shevchenko. 2003 — co-author of the Starosambir District Council's initiative to introduce a 10-year moratorium on felling white fir, which was later supported by Lviv, Ternopil and Ivano-Frankivsk regional councils. 2006 — 2010 — author of the methodology for calculating the effectiveness of energy-efficient measures in the budgetary sphere, which became part of the Energy Saving Program for the budgetary sphere of Lviv region for 2010—2015 and co-author of the Energy Saving Program for the Population of Lviv region for 2009—2012 in the part that concerns compensation to the population 20 % for loans taken to switch from gas heating to another; 2011 — initiator and co-author of the Program for conducting the regional competition of micro-projects of local development for 2011-2015; Married to Iryna Terpyak.
